In accordance with the annual operation and management requirements of our company, to improve the safety control of product transportation, guarantee transportation timeliness and optimize the logistics service system, we hereby launch the bidding for domestic dedicated line logistics and transportation services. We sincerely invite professional logistics enterprises with strong capabilities, sound reputation, standardized management and solid performance capacity to participate in this bidding activity. Relevant tender particulars are as follows:
Huizhou Longde Technology Co., Ltd. (hereinafter referred to as “Longde Technology”), founded in 1999, is located in Chenjiang Sub-district, Zhongkai High-tech Zone, Huizhou. The company produces around 100 million micro motors annually, with products sold domestically and overseas. Its annual expense on dedicated line logistics exceeds one million RMB.
Tender for Domestic Dedicated Line Logistics Services: Domestic land transportation services including same-day yard circulation at Zhuhai Free Trade Zone, Shenzhen supervised warehouse and other services. The bidder shall provide compliant freight vehicles and satisfy all domestic logistics transportation requirements for our products (such as micro motors).
Business Definition: Provide enterprises with full-set compliant services for same-day yard circulation of goods within the free trade zone, realize closed-loop operation of goods inbound and outbound procedures, and complete bonded trade and formalities in compliance with regulations.
Operation Process: Order receiving & appointment → Door pickup → Customs declaration for goods entering the free trade zone → Customs review and inspection → Intra-zone circulation → Customs declaration for goods leaving the zone → Return delivery → Document filing.
Timeliness Requirement: Complete the whole set of same-day yard circulation procedures for standard orders within one working day, and deliver goods to the customer’s warehouse on schedule.
Compliance Requirement: Strictly abide by the customs supervision regulations of Zhuhai Free Trade Zone. The whole process shall be traceable. Cooperate with customs inspections to ensure zero risks and zero violations for the enterprise’s business.
Document Service: File and hand over documents in a timely manner.
Service Content: Undertake full-range services including FOB delivery to Shenzhen supervised warehouses, warehouse entry, goods checking, handover in warehouse and document processing.
Operation Standard: Accurately verify the quantity, name and specification of goods, make declarations in compliance with rules, ensure smooth warehouse entry and cut-off, and avoid delays or abnormalities in warehousing.
Supporting Services: Provide temporary storage and sorting of goods, synchronize warehousing progress in real time, promptly feedback abnormal issues and resolve them quickly.
Goods shall be protected against moisture, shock and damage; loading and unloading shall be standardized. Photos of goods shall be retained throughout transportation. Loss, damage and mis-delivery of goods are prohibited. Rejection of orders and no-show are not allowed. Real-time in-transit monitoring, inquiry and traceability shall be available, and abnormal conditions shall be reported immediately.
Bidders shall not be listed on the credit China list or the list of serious illegal and dishonest acts in government procurement. No major logistics accidents or default disputes shall be recorded. All operations shall be self-operated; subcontracting, affiliation and secondary subcontracting are strictly prohibited. Original scanned copies of qualification certificates shall be provided for inspection.
Abnormalities in bonded same-day yard circulation: In case of customs inspection, system breakdown, policy changes and other abnormalities, the service provider shall coordinate with customs immediately, report to the tenderer synchronously, prioritize guaranteeing the timeliness of customs clearance and delivery, and shall not delay or cancel orders without authorization.
Abnormalities in FOB warehousing: In case of urgent cut-off time, warehouse space shortage, appointment exceptions and other situations, the service provider shall actively coordinate resources of warehouses and terminals to prioritize normal warehousing of goods. Any compliant urgent cost shall be notified and confirmed in advance, and hidden price surcharges are forbidden.
Possess practical experience in operating same-day yard circulation at Zhuhai Free Trade Zone and FOB procedures for Shenzhen supervised warehouses.
Quotation for Zhuhai same-day yard circulation (specify whether tax and insurance are included; quotations for loads from 3 tons up to 40ft container).
FOB Shenzhen supervised warehouse quotation (80% for Jinyunda, Prologis, China State Investment; quotations for loads from 3 tons up to 20ft container).
All quotations (please specify tax inclusion status) shall cover pickup fee, transportation fee, loading/unloading fee, document fee, bonded operation fee, delivery fee, insurance fee, etc. No hidden charges or secondary price increases are allowed.
Bidders shall quote in the quotation sheet format provided by the tenderer. Electronic quotations shall be stored in a USB flash drive and delivered in sealed packaging. If modification of the quotation sheet format is necessary, prior communication with the tenderer is required. Otherwise, quotations not complying with the specified format may be deemed invalid.
Public tender with blind bid submission. The winning bidder will be selected through comprehensive uation.
Comply with Article 22 of the Government Procurement Law of the People’s Republic of China.
Bidder Entity: A legally registered corporate entity within mainland China. Registered capital shall be no less than 2 million RMB equivalent. Permanent service offices shall be established in Huizhou, Shenzhen and other locations. The bidder shall have professional service capabilities and commit to and perform all clauses in the tender document.
Consortium bidding is not accepted for this project.
Bid documents shall include: (1) Bid Proposal (2) Bidder qualification documents: Copies of business license, tax registration certificate, organization code certificate, road transportation permit and other supporting qualification documents (affixed with official seal). (3) Company profile and cooperation case studies (4) Internal core management documents of the bidder: A. Business operation procedures B. Financial statements of the company for the past 1 year (5) Quotation sheet (in the format specified by the tenderer) (6) Legal Representative Authorization Letter (7) Bid Commitment Letter (8) Bid documents shall be made in two sets: one original and one duplicate. The content of the original and duplicate must be identical. The cover of each bid document shall clearly state the project name, bidder name, date and mark “Original” or “Duplicate”. Each set of bid documents shall bear the official seal and signature of the legal representative. Please note that both hard copy and electronic version of the quotation sheet are required. (9) The original and duplicate bid documents shall be sealed in envelopes, with official seal affixed on the seal. The tenderer will open and review all sealed documents uniformly after the bid closing deadline. (10) Bid Validity Period: The bid document shall specify the validity period of the quoted price.
Freight Payment: By the 15th day of each month, the logistics service provider shall submit the transportation statement of the previous month to the tenderer for reconciliation and confirmation. In principle, the settlement payment for the previous month shall be made by the end of the current month.
If the logistics service provider fails to submit the transportation statement or invoice on time during the settlement period, settlement will be deferred to the next month and payment will be postponed accordingly.

(1) Bid uation shall be based on the tender documents and bid documents. Bid documents with major deviations from the tender documents shall be regarded as invalid bids. (2) During uation, the tenderer may request bidders to provide supplementary materials or clarify and explain certain issues at any time. Bidders shall respond promptly as required. (3) Where there is inconsistency between Chinese numerals and Arabic numerals in the documents, Chinese numerals shall prevail.
Within 7 working days after winning the bid, the winning bidder shall pay a performance bond of RMB 100,000. The winning bidder will be notified within 5 working days after bid opening; absence of written notification shall mean unsuccessful bidding.
The winning bidder must ensure service capacity meets the tenderer’s requirements after winning. If service quality cannot be guaranteed, resulting in economic losses and delivery delays for our company, Longde Technology reserves the right to forfeit the full performance bond. For order losses caused by delays from the winning bidder, full compensation shall be claimed. Any malicious bidding followed by refusal to perform the contract will result in permanent blacklisting by our company. We reserve the right to claim liquidated damages and hold the bidder liable for all relevant responsibilities and economic losses.
After signing the contract with our company, if the winning bidder fails to satisfy our business demands during contract performance, our company has the right to forfeit the full performance bond. The winning bidder shall bear the price difference and all economic losses incurred when our company has to switch to the second-ranked bidder for service.
